Reroofing a Roof That's Already Been Reroofed Twice

A lot of the flat roofs we walk in the Mahoning Valley aren't on their first membrane, or even their second. They're built-up roofs from the steel-mill era that got a recover in the eighties, another coating pass in the two-thousands, and now they're due for something more honest than a fourth layer. Reroofing means going back to the deck and starting over, and on buildings this old, that's usually the only path that actually solves the problem.

What's Under Three Decades of Recover Layers

Pull back the top membrane on a building that went up during the Youngstown Sheet & Tube or Republic Steel years and you'll usually find gravel-ballasted built-up roofing underneath, sometimes with a second BUR layer torched down on top of the first when the original started leaking. Each recover traps moisture from the layer below it. By the time we're standing on the roof, the insulation board can be waterlogged in sections that look completely dry from above.

We don't guess at this. We cut test cuts down to deck in a handful of spots, more if the roof has an irregular leak history, and we tell the owner what's actually in the assembly before we price anything. On a building near downtown or along the old mill corridor through Struthers and Campbell, it's common to find three distinct roofing generations stacked on one deck.

Reroof or Recover: The Deck Makes the Call

A recover only makes sense when the deck is dry and structurally sound and the existing membrane is a reasonable substrate for a new one. If our test cuts come back wet, or the existing insulation has lost its R-value from years of trapped moisture, a recover just seals the problem under a fresh layer and buys a few years before it fails again, usually right where the old leak was. Full tear-off costs more up front but it's the only way to know what you're actually building on.

New construction around Lordstown and the Ultium Cells site doesn't carry this history. Those roofs are single-layer membrane systems installed to a current spec, and when they eventually need reroofing it'll be a straightforward tear-off with none of the archaeology. Most of our reroofing work is still on the older stock, though, and that's where the deck condition drives every decision.

What a Reroofing Bid Should Actually Name

We read competitors' proposals often enough to know what gets left vague on purpose. A scope that just says "membrane and insulation as needed" is a scope written to leave room for change orders later. Before you sign anything, the bid should spell out:

  • Deck condition findings from actual test cuts, not a visual estimate
  • Insulation R-value and board thickness by name
  • Fastening pattern rated for wind exposure at your building's height and location
  • Perimeter blocking replacement scope stated on its own line
  • Drain and scupper tie-in plan for existing drainage
  • Manufacturer warranty term and the conditions that void it
  • A sequencing plan if the building stays occupied

Freeze-Thaw Is Why Full Tear-Off Matters Here

Winters in the Mahoning Valley put a roof through more freeze-thaw cycles than a lot of contractors from milder climates account for. Water gets into a hairline crack in an old membrane, freezes, expands the crack, thaws, and repeats through most of the winter. On a roof with hidden wet insulation, that cycle accelerates deck deterioration in ways you can't see until you're standing on soft decking. We factor freeze-thaw exposure into how we spec insulation and fastening, along with the membrane brand.

Snow squalls that spill down off Lake Erie's edge add weight and meltwater at times of year when a marginal roof has the least reserve left. A reroof spec that ignores that seasonal pattern is a spec written for a different climate.

Sequencing the Work Around an Occupied Building

Most of our reroofing jobs happen while the building underneath keeps running. We section the roof so nothing stays open overnight that can't be dried in the same day, which matters more here than in a dry climate because a fast-moving spring front can turn an open deck into standing water in under an hour. For manufacturing tenants running shift schedules, we coordinate material staging and loud demo work around their production hours rather than ours.

Reroofing Questions We Hear on Almost Every Call

How do you tell if a roof needs a full tear-off instead of a recover?

It comes down to what the test cuts show under the existing membrane. Dry insulation and a sound deck can support a recover. Wet insulation or deteriorated decking means a recover just buries the problem under a new layer.

Why does my building have more than one roofing layer already?

Older buildings in this region were often recovered instead of torn off when they first started leaking, especially through the seventies and eighties when that was standard practice. It's cheaper short-term but it stacks moisture problems that eventually require full removal.

Does a reroof shut down the building?

Usually not. We stage material and phase the work so operations continue below. Exceptions come up when rooftop equipment has to be disconnected for structural repair, and we flag that before the contract is signed.

What warranty comes with a new roof system?

Manufacturer material warranties on a properly specified system run long, but they're only valid if the installation matches the manufacturer's certified fastening and seaming requirements, which is why we document the install as it happens.

How long does a typical reroof take?

It depends on square footage and how much of the deck needs repair once we're into it, which is exactly why we don't quote a timeline until the test cuts are done.
